The site rows fetch a small file each site serves itself, so they show whether that site is up and answering. The API, sign-in service and database rows come from the API's health check, which queries each of them on every check. "Unknown" means the check could not get an answer, not that the service is down. Checks run every few minutes, but GitHub can delay them, so each row shows when it was actually checked.
